Predicting
impact of policy

We are often asked to evaluate the impact of policy and funding programmes. Usually the most reliable way to do this is by a longitudinal evaluation, which can be expensive and takes time. What's more the findings which emerge are sometimes published too late to influence the relevant policy and practice, So, we have recently started to design predictive impact analyses drawing on Latane's (1981) social impact theory, to forecast the likely medium-term impact of policy and funding interventions. One of our clients, Creativity Culture and Education has asked us to try our techniques to predict the legacy of the government's Creative Partnerships programme in 50 schools.
